Air Pollution and the Mobile Source Sector – Are Greater Reductions Achievable?

Air emissions from mobile sources, including both the on-road and non-road sectors, constitute an ever-increasing share of the air pollution load in densely populated centers on the West Coast and in the Northeastern United States. The effects of these emissions on human health and the environment are known and well documented. While the federal government has taken a significant step to curb air pollution from this sector by regulating key components of gasoline and diesel fuel, the federal regulation of fuels alone will not meet local air quality goals. As a result, states have expanded their roles seeking to achieve greater reductions from mobile sources. Are these state measures scientifically and technologically justified or are states going too far?
