TCE Mitigation: A Case History from Endicott, NY

The historic release of industrial solvents from the former IBM manufacturing plant in Endicott, NY, has produced a large plume of groundwater and soil gas contamination that impacts the Village of Endicott. Contaminant levels in the groundwater and soil gas are highest in the former manufacturing area of the facility and decrease in concentration along the groundwater flowpath toward the Susquehanna River. IBM has an on-going groundwater cleanup program that began in 1980 soon after the groundwater contamination was discovered. They are in the process of enhancing that program to accelerate the cleanup. Mitigation of this plume has been a priority of the New York State Department of Environmental Conservation. Data are presented to illustrate the impact of VOC migration from the groundwater through the soil gas into overlying structures. Data are also presented to illustrate progress to date in cleanup of the groundwater that serves as a source for VOC vapors.
